Sometimes I get tired of highlighting similar issues, mainly because with a limited amount of effort and some financial investment the vast amount of corruption relating to informant management can be eliminated. Seriously folks it is not that difficult. Perhaps the most difficult part is for many involved to set aside their confidence that just because this is the way things always have been done it is the way it always should eb done. Confidential informants, covert human intelligence sources (CHIS), confidential sources, HUMINT , regardless of how your agency refers to this business it needs in place systems and processes to manage the risk. While the books give you a good idea of what is needed the difficulty is often in convincing senior management be it the Chief or the Sheriff of the need to change. The most convincing evidence is often an audit of the systems that exist at present within the agency. With expert insight the number of risks become readily apparent, but more frightening is often the amount of questionable behaviour that is often ongoing already. By questionable I mean bordering on corrupt if not already two stops past corrupt on a fast moving train.
