Confidential informant raped - police negligence

Here is a story from Rapides Parish, Louisiana, about the rape of a confidential informant.

What I find disturbing about this report are the remarks of some of the officers involved. The Sheriff blames the incident on his inexperience from only being in the top job six months at that time. "There are always things you learn that you can do better." If you are not up to doing the job then make sure you have people around you that do know how to do it. Make sure that your staff are properly trained by experts.

The words of the lieutenant in charge come across as callous: "We've always done it this way," . "She was an addict and we just used her as an informant like we've done a million times before.” Informants are not some other species to be used. This type of attitude should not be tolerated in any police department.

If your agency wants to use informants officers need proper training. Systems need to be put in place to protect the informant. Training should include ethics.

If you don’t know what you are doing, you cannot manage the risks properly. This is negligence. If you think doing things like you have always done them is the way ahead, you are not competent to carry out high risk operations.
